The Council for Small Industries in Rural Areas (CoSIRA) was established in 1968 by amalgamation of the Rural Industries Bureau (founded in 1921) and the Rural Industries Loan Fund (founded in 1940).

The Council was provided with funds by the Development Commission and was one of the Commission's main agents in its objective of helping the rural parts of England to support viable and prosperous communities. CoSIRA was charged specifically with improving the prosperity of small businesses in the countryside by providing a local source of advice backed up by technical and management services.
