Description:

This series contains registered files of the Finance, Environmental Services Division of the Department of the Environment.

The files relate to Exchequer grants, including financial assistance to local authorities; coast protection grants; grants and various claims for compensation arising under the Town and Country Planning Acts 1954 and 1962; and grants relating to public open spaces under the Local Government Act 1966.

The series includes some earlier files which were re-registered into the FES series from the FLGD (AT 30), AGD (HLG 151), and 98507 (HLG 52 and HLG 71) series.

Administrative / biographical background:

The Finance, Environmental Services Division was established in 1974. It was responsible for financial control of votes for public service transport, public health and avoidance of pollution, miscellaneous environmental services, and rate support grants.

Between 1972 and 1974 these functions had been carried out by the Department's Finance (Local Government and Development) Directorate. Prior to 1972 this was the responsibility of the Accountant General's Department of the Ministry of Housing and Local Government and the Department of Economic Affairs.

By 1977, the Finance, Environmental Services Division also had responsibility for residual work of the Land Commission, and the following year for water authority borrowing and financial policy. By 1983, the division additionally had financial responsibilities for local environmental services, local planning services, urban programmes, urban development corporations and new towns, and by 1985 for ancient monuments and historic buildings.

In 1994, the division merged with the Finance Sponsored Bodies and Agencies Division to form the Finance, Environmental and Sponsored Bodies Division.
