Description:

This series contains registered files of the Finance (Local Government and Development) Directorate.

The files deal with all aspects of local government finance covering a variety of financial subjects, including payment of legal costs, public expenditure surveys, estimates and appropriation accounts.

The series includes some earlier files which were re-registered from the AG series (HLG 151). The papers on these files pre-date the creation of the Finance (Local Government and Development) Directorate and were created by the Accountant General's Department of the Ministry of Housing and Local Government and by the Establishments and Finance Division of the Ministry of Land and Natural Resources.

Administrative / biographical background:

The Finance (Local Government and Development) Directorate was established in 1971, soon after the creation of the Department of the Environment.

The directorate initially comprised five divisions:

  • Local Authority Division, which dealt with local government finance and capital expenditure, and rate support grant policy;
  • Local Taxation Division, which dealt with local government taxation and local valuation panel supervision;
  • Highways Division, which dealt with financial matters in relation to highways and roads;
  • Local Government and Development Division, which dealt with specific grants to local authorities; and
  • Local Government Superannuation Division, which dealt with local government superannuation.

By 1973 the division dealing with local government superannuation had been dropped, thus leaving the directorate with four divisions.

In 1974 the directorate was abolished after the bodies dealing with local government financial affairs were reorganised.
