In 1931 the commission appointed an interdepartmental committee 'to investigate and submit proposals for improvement in the utilisation of home-grown timber'. An interim report, presented in 1933, suggested a central organisation for the supply and marketing of home-grown timber. A National Timber Conference was then convened and the eventual outcome was the establishment of the National Home-Grown Timber Council in 1936. It did not engage in commercial transactions but concerned itself with propaganda, economics, statistics, and trade information, and a limited amount of research. The council, constituted a limited company under an independent chairman, was financed mainly by the Forestry Commission. Its activities ceased on the outbreak of war, and it was finally wound up in 1949.
