Description: |
Many files deal with unemployment, including policy memoranda and administration of the various Acts. There is correspondence with the Unemployment Grants Committee and applications from local authorities for certificates showing the level of unemployment. There are papers of the Morris Committee on the Administration of Unemployment Insurance, and some papers of the Tightening-Up Committee, and the Blanesburgh Committee on Unemployment Insurance. The ED files contain the papers of many other committees, the more important being:
Most files concerned with juvenile employment are in EDJ for the years 1920-1929; and the earlier files and some for the 1920s are in the main ED series. The EDJ series contains the papers of the National Advisory Council for Juvenile Employment, and papers of the Committee of Enquiry into Juvenile Employment (Chelmsford), Education and Industry Committee (Malcolm), and Education of the Adolescent (Hadow). There are many files on Juvenile Employment Committees and Juvenile Unemployment Centres and on the controversy with the Board of Education over Choice of Employment powers. Other files deal with aid for disabled children and transfer of juveniles from distressed areas. |

In 1916 the Labour Exchanges and Unemployment Insurance Department of the Board of Trade (see LE file series) became the Employment Department and at the same time labour exchanges were renamed employment exchanges. The department was transferred to the newly formed Ministry of Labour in January 1917. In 1918 the Employment Department was divided into three: Unemployment Insurance, Policy, and the General Manager's Department which was responsible for employment exchanges. From November 1918 until June 1919 these three sections were part of the Civil Demobilisation and Resettlement Department. After this they became separate departments again and the Unemployment Insurance and Policy departments merged to form the Employment Department in October 1919. In October 1920, the Employment Department and the General Manager's Department merged to form the Employment and Insurance Department. Throughout all these changes the ED file coding was used. In 1929, with the ending of the Training and Civil Liabilities Department, training was transferred to the Employment and Insurance Department, and this department split into two: Unemployment Insurance Department (UI) and Employment and Training Department (ET). Most UI files have been transferred to PIN classes, a few are in MISCELLANEOUS LAB 7/295. At various dates between 1917 and 1930 special codes were used for particular sections of the work of the Employment Department, the files that have survived are as follows:
The Employment Department was concerned with most aspects of the work of the Ministry. It dealt with policy for the employment exchanges and setting up of Local Advisory Committees and other advisory committees and with many aspects of the work of demobilisation such as King's Roll Committees and the disabled, though files on these subjects will also be found in other sections. |
