Description:

This group holds the registered files of the finance divisions of the Treasury from 1920. They relate to Treasury responsibilities for government borrowing and lending, the general complexion of the domestic financial scene in the public and private sectors, and the balance of payments.

The files of the Financial Enquiries Branch are in T 208. Those of the finance divisions are in T 160 until 1948 and then in T 233, T 236 for Overseas Finance and T 231 for the Exchange Control Division. The files of the division of the Finance Group from 1962 are in T 295 (Exchange Control), and T 317 (Home and General). Files relating to the implementation of decimalisation in 1971 are in T 315.

Papers concerning the Conversion of the 1917 5% War Loan are in T 212.

The files of the Overseas Negotiating Committee Division are in T 238, of the Mutual Aid Division in T 235, of the Overseas Finance (Statistics Division) relating to foreign countries' balance of payments in T 308.

Administrative / biographical background:

The reorganisation of 1870 had created an Accounts Branch dealing with the routine preparation of accounts and from 1872 the Treasury Officer of Accounts gave assistance to other government departments in the production of accounts.

Since 1870 there had also been a Finance Division specialising in finance to some extent, although finance in general continued to be dealt with in the remaining, 'mixed', divisions. The creation of a Financial Enquiries Branch in March 1915, however, was followed by the establishment of a Finance Department in the reorganisation of 1919.

The department's work was split between two divisions: initially known as 1D and 2D and then, from 1938, as the Home and Overseas Finance divisions. In 1939 the Exchange Control Division was set up to be followed by a number of bodies dealing with European recovery after World War II: European Economic Co-operation Committee; Mutual Aid Division; and Overseas Finance (Marshall Aid) Division.

In 1947 the Overseas Negotiating Committee was set up to advise on the principles on which to base trade and financial negotiations.

In 1962 the Home and Overseas Finance Divisions and the Overseas Co-ordination Division were formed into the Finance Group of the Treasury.

The Finance Group, responsible for all aspects of financial policy, was made up of three divisions, which were themselves split into further divisions:

  • Finance: Home and General, dealing with general aspects of overseas financial policy and made up of:
  • Finance (Exports/Imports): F(E)
  • Finance (Statistics): F(S)
  • Finance (General): F(G)

  • Finance: Overseas and Co-ordination, concerned with UK financial relations with individual countries and international organisations and made up of:
  • Finance (Western Europe): F(WE)
  • Finance (Latin America, Russia, Oil): F(LRO): including Eastern Europe
  • Finance (Co-ordination): F(C1) and F(C2): dealing with the negotiations with international bodies and overseas financial matters generally for the Middle East

  • Finance (Overseas Development), dealing with development aid and made up of:
  • Finance (Development): F(D1): general aid policy
  • Finance (Development): F(D2) and F(D3): application of policy to individual countries.

In January 1973, following the transfer of Finance Home Divisions to the National Economy Group, the Finance Group became known as Overseas Finance Group made up of the following divisions:

  • Finance: Exchange Control: F(EC)
  • Finance: Exports: F(E)
  • Finance: International Monetary: F(IM)
