Administrative / biographical background:

In the first half of the nineteenth century the Home Secretary was primarily, though not exclusively, responsible for the appointment and supervision of commissions of inquiry. Commissions occasionally drew their secretaries from the Home Office. Some standing commissions were responsible to the Home Secretary and are separately noticed. These include the Poor Law Commission, the Local Government Act Office, the Charity Commission and the Copyhold, Inclosure and Tithe Commissioners merged in a single Land Commission in 1882 and transferred to the jurisdiction of the Board of Agriculture in 1889.
