The committee was appointed by the Home Secretary on 1 May 1974, under the Chairmanship of the Rt Hon Lord Devlin. Its terms of reference were: "To review, in the light of the wrongful convictions of Mr Luke Dougherty and Mr Laszlo Virag, and of other relevant cases, all aspects of the law and procedure relating to evidence of identification in criminal cases; and to make recommendations." The Committee's report was made as a Return (numbered 338) to an Order of the House of Commons dated 26 April 1976. A result of the Committee's report was the publication by HMSO of Home Office Circular No 109, 1978, Identification parades and the use of photographs, which reviewed procedures and gave administration guidelines which reflected the Committee's recommendations. |
