Administrative / biographical background:

The Local Government Review Team (LGRT) was set up as a consequence of the Local Government Act of 1992. This had created the Local Government Commission for England (LGCE) which replaced the Local Government Boundary Commission (LGBC). The LGCE undertook a structural review of all non-metropolitan counties between 1993 and 1994. A second tranche of reviews was undertaken in1995. The LGRT dealt with the Departmental response to the LGCE reports including any necessary order making
