Administrative / biographical background:

Under the Ministry of Public Building and Works and Department of the Environment, regional matters were co-ordinated on a functional basis by the various HQ Directorates (Works, Maintenance Services, Lands, etc).

The Directorate of Home Regional Services (DHRS) was created when the Property Services Agency was formed in 1972, and discontinued when the Building Management business was formed on 1 April 1990.

DHRS was responsible for the regional organisation, which from 1980 became known as the United Kingdom Territorial Organisation (UKTO). Headquarters directorates (known as client directorates) delegated to UKTO responsibility for design of most smaller projects (usually less than £3m in value) and maintenance of government office buildings and their services, and also of such facilities as airfields, palaces, historic properties, etc.
