To: The Local Government Act Office.

From: W Henry Grove, Lymington [Hampshire].

Subject Matter: Letter enclosing a formal declaration of the decision made at the meeting held in this parish on Monday last to determine the number of elective members to constitute the Local Board. Grove explains that the parish has refused to determine any such number and consequently he is unable to constitute a Local Board in accordance with section 11 of the Local Government Act 1858. He calls attention to the fact that he has been obliged to add a caution to the ratepayers, due to the circumstances detailed in the enclosed document. He also refers to his authority as chairman being questioned, respecting the vote in electing him as chair being illegal, and he gives details of the confusion caused when elected as chair. He adds that if called upon, he is prepared to argue the legality of the vote. He concludes that should the Home Secretary require the minutes of the meeting, he would be glad to be notified of this.
