To: The General Board of Health.

From: George Bailey, Clerk to the Luton Local Board, Luton [Bedfordshire].

Subject Matter: Letter referring to a Mr Brown who demised for a term of 21 years to Mr Fenaby on a warehouse and premises in Wellington Street and Peel Street, prior to the adoption of the Public Health Act 1848, and in such lease Mr Fenaby's covenant was to pay all the rates and assessments charged. Bailey explains that since the execution of Fenaby's lease Mr Brown has become insolvent and his estate has been vested in assignees. He therefore asks as to who should pay the charge of £19 made by the Local Board to their surveyor made on the warehouse demised to Mr Fenaby, or the assignees of Mr Brown, and whether the words of the covenant are liable. He refers to the £19 being made in respect to the frontage of Peel Street, being a private street under section 69.
