Folios 49-62. Draft of letter [with alterations] from Lord John Russell, [Home Secretary], to the Duke of Newcastle, [Lord Lieutenant of Nottinghamshire], stating that the government is unwilling to alter existing laws relating to measures against the military training and arming of men, illegal meetings and sedition, as the enforcement of existing legislation such as the Unlawful Drilling Act of 1819, is viewed as sufficient against the Chartist threat.
