The Civil Defence Joint Planning Staff was established in 1948 as an inter-departmental body, administered by the Home Office and reporting to the Cabinet Civil Defence Committee.

Its terms of reference were:

  • "Subject to the general direction and guidance of the Civil Defence Committee,
  • (a) to examine and report on matters of civil defence policy,
  • (b) to co-ordinate the preparation of detailed civil defence plans."

In 1955, the CDJPS was reconstituted as the Civil Defence Planning Committee, which operated within the Cabinet Committee structure.
