The Royal Commission on Tribunals of Inquiry was appointed by the Home Secretary on 28 February 1966 under the Chairmanship of the Rt Hon Lord Justice Salmon. Its terms of reference were 'to review the working of the Tribunals of Inquiry (Evidence) Act, 1921, and to consider whether it should be retained or replaced by some other procedure, and, if retained, whether any changes are necessary or desirable; and to make recommendations.'

The report of the Commission(Cmnd. 3121)was published in November 1966, together with Documentary Evidence and Minutes of Oral Evidence (both HMSO, 1966). No legislative action resulted from the report.
