Administrative / biographical background:

The Monopolies Commission issued a report in April 1969 which concluded that the tied house system had certain disadvantageous economic effects which operated against the public interest. The Commission recommended that the Liquor Licensing Laws should be substantially relaxed; this would have important social implications which they were unable to consider. The Departmental Committee on Liquor Licensing was appointed by the Home Secretary in April 1971, under the chairmanship of the Rt Hon Lord Erroll of Hale, to fill this gap.

Some of the Committee's recommendations were implemented in the Criminal Law Act 1977, the Licensing (Amendment) Act 1977, the Licensing (Alcohol Education and Research) Act 1981 and the Licensing (Occasional Permissions) Act 1983.
