Administrative / biographical background:

The Committee on Obscenity and Film Censorship was appointed by the Home Secretary in July 1977 under the chairmanship of Professor Bernard Williams, to review the laws concerning obscenity, indecency and violence in publications, displays and entertainments in England and Wales, except in the field of broadcasting, and to review the arrangements for film censorship in England and Wales; and to make recommendations.

The government did not implement its proposals, but decided to take action on more limited fronts, which resulted in the following enactments: Indecent Displays (Control) Act 1981, Cinematograph (Amendment) Act 1982, Local Government (Miscellaneous Provisions) Act 1982, and Video Recordings Act 1984.
