Administrative / biographical background:

The Committee on Broadcasting was set up by the Postmaster General, J R Bevins, on 13 July 1960 under the chairmanship of Sir Harry Pilkington. Its terms of reference were: 'to consider the future of the broadcasting services in the United Kingdom, the dissemination by wire of broadcasting and other programmes, and the possibility of television for public showing; to advise on the services which should in future be provided in the United Kingdom by the BBC and the ITA; to recommend whether additional services should be provided by any other organisation; and to propose what financial and other conditions should apply to the conduct of all these services'.

The Final Report (Cmnd.1753) was published on 5 June 1962 and the Appendix of evidence (Cmnd.1819-1) in September. A Guide to the report and a short version were also made available in June, followed by a Memorandum on the Report (Cmnd.1770) in July.
