The Factory Passive Air Defence Committee was set up in November 1941, under the chairmanship of Sir Harold Scott, to consider and advise on how the knowledge of the effects of German bombing, acquired by the Research and Experiments Department, could best be made available to the departments responsible for the control and erection of factories engaged on important government work.

A standing sub-committee was formed at the same time, with Professor J F Baker as chairman, to consider structural details and technique.
