Administrative / biographical background:

When MHLG was set up in 1951, it was given responsibilities previously belonging to the Ministry of Health concerning the confirmation of byelaws relating to slaughterhouses, and approval for their closure. However, the day to day administration of slaughterhouses had been under the control of the Minister of Food since 1940, and was transferred to MAFF when it was created in 1955. The matter of departmental responsibilities for slaughterhouses was further revised in the 1950s, when the controls over meat production were being lifted.

Therefore in January 1953, with the exception of those functions relating to compulsory land purchase for slaughterhouses, the functions of MHLG concerning slaughterhouses were transferred to the Ministry of Food. Simultaneously, the Home Office transferred the power to approve charges for the public use of slaughterhouses to MHLG.
