Administrative / biographical background:

In September 1966 the Minister of Technology (Mintech) set up the Committee on Tribology (COT) to advise on measures to effect technological progress and economic savings in the sphere of tribology (the science and technology of interacting surfaces ie. the study of friction, wear, lubrication and bearing design). The COT was eventually terminated in September 1974.

One of the COT sub-committees formed was the Tribology Research and Liaison Committee, created to promote and coordinate research in various centres where tribology was being pursued. This committee was reconstituted in 1969 to include a new advisory function in addition to its wider terms of reference.
