Administrative / biographical background:

Originally the Finance Branch of the Civil Demobilisation and Resettlement Department, the Finance Department became a separate division in January 1919, headed by the Accountant General. The Department was concerned with all sides of the ministry's work dealing with financial, accounting and audit questions; it played an important role both in determining policy priorities and in the organisation of the ministry as a whole. It was involved in monitoring the normal running costs of the ministry and its local offices, as well as being responsible for costing various schemes run by the ministry. In the inter-war years, for instance, it had to oversee the finances of the unemployment fund, and estimate the cost of transitional payments. It also supervised the work of regional finance offices
