Description:

Richmond. To Leslie. Has vainly tried to bring the Marquess to action, but has destroyed all stores in reach, will now go to Williamsburg to establish a post in lieu of Portsmouth; intends to send an expedition to Fredericksburg, therefore asks for the Régiment du Prince Héréditaire, the rest of the 80th and 76th, and all convalescents to be sent to Williamsburg; urges speedy evacuation of Portsmouth; wants the design on Fredericksburg kept secret, but wants Hudson to keep a frigate or two on guard near the mouth of the James to protect his boats; proposes to move on the 21st, wants Clinton informed. Postscript says arrival of reinforcements does not alter his plan; would like the transports to move up and anchor opposite Williamsburg.
