The Seal of the General Nursing Council for England and Wales was designed by Messrs W & A Mussett and approved by the General Nursing Council in December 1920. The central figure is Hygeia, goddess of health, flanked by a rose for England and a daffodil for Wales. The date 1919 shown on the seal is that of the foundation of the council by the Nurses Registration Act 1919.

The seal books contain the authorisation by the chairman to affix the seal to official documents. At first all uses of the seal were contained in the same book, but after 1950 separate books were kept for seals on nurses certificates and for seals used on other documents.
