In 1919 a Royal Commission enquired into the financial resources and administration of colleges and halls. It produced a report recommending the setting up of a Statutory Commission to carry out changes in statutes and to revise trusts. The Oxford and Cambridge Universities Act 1923, set up two commissions, one for each University, and appointed their respective commissioners for two years.
