The Whitley system of councils for civil service management-trade union consultation on all matters of pay and conditions was established by the government in 1919.

The HM Customs and Excise Departmental Whitley Council first met at Room 120, Custom House on 23 December 1919. It was chaired by the Chairman of the Board of Customs and Excise. this initially being F. S. Parry. Local Whitley Councils were immediately established on the Headquarters model and based on the regional structure of Collections. Meetings had a maximum of twelve representatives from each side drawn respectively from management and members of recognised civil service trade unions.

The Whitley Council was forced by bombing in January 1941 to move to City Gate House where it was housed until 1952. It was then relocated to the Customs and Excise's successive headquarters at King's Beam House in July 1952 and finally leaving the City for New King's Beam House in South-East London July 1988. Meetings were usually monthly until the early 1960s when they became bi-monthly and from 1981 they were held quarterly
