Administrative / biographical background:

Tariff matters have been the responsibility of the Board of Trade since 1939, when the Import Duties Advisory Committee was wound up and its functions transferred to the board under the Import Duties (Emergency Provisions) Act 1939. The Tariff Division was established in 1955 and dealt with policy and administration arising from the system of preferences and tariffs established by the Ottawa Agreements Act 1932, the Import Duties Act 1932, the Import Duties (Emergency Provisions) Act 1939, the Customs Duties (Dumping and Subsidies) Act 1957, the General Agreement on Tariffs and Trade (GATT), the European Free Trade Association (EFTA) and the European Coal and Steel Community.

In 1960 the division assumed responsibility for the Import Licensing Branch and was renamed the Tariff and Import Policy Division. It reverted to its old title in 1963.
