Administrative / biographical background:

In 1938 a separate Social Services Department was established in the General Division, with responsibility for labour conditions, public health, education and housing. The following year it was renamed the Colonial Development and Social Services Department because it had responsibility for the work of the Colonial Development Advisory Committee. By the end of the war it was called the Social Service Department, by which time it was also responsible for penal administration. In 1962 the department's name was changed to Social Service and Aden Department and in 1963 the department was merged with the Economic General Department.
