In 1976 it owned and operated nineteen active ports, including those at Hull and Southampton, but a private bill designed to extend its operations to Felixstowe was defeated in that year. The Board consisted of a chairman, vice-chairman and not more than nine, nor less than four, other members appointed by the Minister of Transport.
