Administrative / biographical background:

The five investment grant offices, which were situated at Billingham, Bootle, Glasgow, Cardiff and Southend-on-Sea, exchanged information with each other, and made suggestions to the Investment Grant Division in London to establish new policy to deal with the multitude of problems which arose in dealing with claims for industry. Most offices had policy sections to deal with this aspect of the work. Billingham retained their local policy files which included correspondence from other investment grant offices as well as that from the HQ division. This has provided a valuable selection of files which fill the gaps in the HQ policy files which have survived.
