Administrative / biographical background:

During the First World War organised meetings were held at regular intervals between the president and secretaries and the heads of the principal departments of the Board of Trade to discuss and settle questions of administrative action involving policy. These meetings were known as 'morning meetings'.

In 1919 at the time of the reorganisation of the Board of Trade the meetings were formalised as the Board of Trade Council.
