The Advisory Committee was established under the Distribution of Industry Act, 1945, and subsequent legislation culminating with the Local Employment Act, 1972, to advise successively the Treasury, Board of Trade, Ministry of Technology and Department of Trade and Industry on applications for financial assistance by way of grants and loans from companies working to expand in or move to development areas.

Originally known as the Development Areas Treasury Advisory Committee (DATAC), its name later changed to Board of Trade Advisory Committee (BOTAC), Ministry of Technology Advisory Committee (MOTAC), and finally Local Employment Acts Financial Advisory Committee (LEAFAC).
