Administrative / biographical background:

The council was established under an order made by the Board of Trade under the Industrial Organisation and Development Act 1947 and approved by the House of Commons in December 1948. The twelve-member council had four representatives each from the employers and the workers in the industry, three independent members and one member with expertise in the marketing and distribution of jewellery. The council was financed by a percentage levy on turnover within the industry and was to maintain a register of all persons carrying on business within the industry. The council was dissolved early in 1953.
