Administrative / biographical background:

Local government superannuation was originally dealt with in the Ministry of Health. It is not clear which division in the ministry exercised these functions but in 1951 the work was transferred to the Local Government Organisation and Finance, Public Health and Sanitary Division of the Ministry of Local Government and Planning. The Public Health and Sanitary Division of the Ministry of Housing and Local Government was responsible for these functions from 1952 until 1955, followed by the Local Government Division (probably B) from 1955 until the late 1960s. The Accountant General's Department (which became part of the Department of the Environment (DOE) on its creation in 1970) took over responsibility from the late 1960s until 1971.

Within the DOE, the Public Sector Superannuation and Top Salaries Division dealt with this subject from 1973 to 1989.

In 1976, following the creation of a new and separate Department of Transport, the Public Sector Superannuation and Top Salaries Division was one of the groups which provided a common service to both departments until 1989 when the system of common services was abolished. From 1989 Local Government Division 3 of the DOE dealt with local government bodies in transport, housing and local government.
