Members of the Royal Commission on the Historical Monuments of England were presented for the first time with a draft annual report (for 1981-1982) at their 143rd meeting on 28 June 1982. As a result they decided that such a report should be compiled annually by the secretary. One was prepared for the year 1982-1983 as an internal document for commissioners' own use, but the secretary was required to prepare future reports for publication.

The reports were initially known as Annual Reviews but in 1992 the title changed to Annual Report.
