Administrative / biographical background:

The responsibility of the Integrated Transport Policy Division was the implementation of the Transport White Paper 1998 'A New deal for Transport: Better for Everyone' (Cm 3950), was under ITPD Prefix. ITPD functioned through Working Groups on each transport medium.

The objectives of the White Paper were:

  • Planning: Regional Planning Guidance and Regional Transport Strategies to be drawn up by Regional Planning Conferences in collaboration with the Government Offices for the Regions (GO's) and Regional Development Agencies (RDA's). Local Transport Plans to be drawn up by the Local Authorities. Planning Policy Guidance (PPG's) and Development Plans to be revised accordingly.
  • Funding: Possibility of charging on trunk roads and motorways. Increase in Private Sector funding. Powers for local authorities to make road user charges and hypothecate the revenue for transport purposes, including public transport (also workplace parking charges could be used the same way).
  • Rail: The creation of a Strategic Rail Authority and tighter controls on the Rolling Stock Companies (ROSCO's).
  • Highways: Allocation of road space to pedestrians, cyclists and public transport. Priority on maintenance and more efficient use of Trunk Roads with some to be de-trunked. Re-examination of policy on speed.
