English Heritage’s Historic Parks and Gardens Advisory Committee was established in 1994 with the remit of advising the Commission on the exercise of its functions under the National Heritage Act 1983 as they related to historic gardens, parks, designed landscapes and their management.

The committee also advised English Heritage on conservation policy and standards relating to historic parks, gardens and designed landscapes; the definition and assessment of the value of historic parks, gardens and designed landscapes especially in the criteria to be adopted for the inclusion of sites in the Register of Parks and Gardens of Special Interest and for defining sites which are outstanding for the purpose of grants and exemption from inheritance tax; the making of grants and loans for the upkeep or acquisition of a garden or other designated landscapes; the identification, recording, investigation, analysis, management, conservation and restoration of historic parks, gardens and designed landscapes; advice and funding for the repair and management of registered parks and gardens; casework issues referred to the Committee, including applications for listed building, scheduled monument and planning consent insofar as they affected historic parks, gardens and designed landscapes; new gardens in historic settings; the interface between the natural and built environments and the functions of local authorities in relation to historic gardens, parks and designed landscapes.

Following changes to English Heritage's committee structure in 2001, the committee was disbanded and replaced by the Historic Parks and Gardens Panel
