Administrative / biographical background:

HPD (Homelessness Policy Division) was set up in 1992 by splitting HMP, the other half forming HMEA. It had responsibility for homelessness, including refugee housing and rough sleepers, housing mobility, housing aspects of community care and special needs housing, gypsy sites policy, cash incentive schemes, grants to voluntary sector organisations to prevent or relieve homelessness and the Task Force on Government Department’s Empty Houses. In 1996 HPD was replaced by the Homelessness and Housing Management Division (HHM) which used the HM prefix.
