Administrative / biographical background:

The National Roads Policy Directorate was set up in 1995 comprising four divisions:

- HPP: Highways Policy and Programmes; responsible for policy on the trunk road network and national roads programme

- DBFO: Design, Build, Finance, Operate; responsible for devising and tendering model contracts for private sector companies to design, build, finance and operate roads with remuneration from the Government based on the usage of those roads. In 1996 DBFO was renamed Private Finance and in 1997 was absorbed into TS.

- TS: Tolled Roads and Crossings; responsible for tolls and private finance for roads and crossings and co-ordination of privately financed roads competitions

- HETA: Highways Economics and Traffic Appraisal; responsible for methods of traffic and resources appraisal of trunk road schemes and economic advice on highways policy

In 1998 the Directorate was broken up and then between 1998 and 2000 files on much of the subject matter migrated into the new ROADS prefix.
