The department covered the UK political and economic relations with former Soviet Union countries including Russia, Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan, Uzbekistan, Belarus, Moldova, Ukraine, Armenia, Azerbaijan and Georgia.

The department had responsibility for the Baltic States until 1995 when responsibility was passed to the Central Europe Department.
