Administrative / biographical background:

The Assets Recovery Agency (ARA) was established under the Proceeds of Crime Act 2002 and became operational in February 2003. It was established to disrupt organised criminal enterprises through the recovery of criminal assets, and also aimed to promote the use of financial investigation as an integral part of criminal investigation. The ARA was a non-ministerial department; its Director reported to the Home Secretary but it was operationally independent.

On 1 April 2008 the ARA merged with the Serious Organised Crime Agency (SOCA).
