The Security Co-ordination Department (SCD) had responsibility for international crime and transnational counter terrorism between 1984 and 1994.

In 1995 the Drugs, International Crime and Terrorism Department (DICTD) was established covering both subjects. In 1996 the Drugs and International Crime responsibilities split off from the department on the formation of the Counter Terrorism Policy Department and the Drugs and International Crime Department
