The first transfer to this series relates to the loss of the MV Derbyshire.

International shipping policy work came into the department with the transfer of the Shipping Divisions from the Board of Trade in 1983 and the ISPB file series was set up shortly after. The parent division of the Branch has undergone several changes in title, but the responsibilities have remained consistent .1983 to 1984: Shipping Policy Division 3; 1984 to 1989: Foreign Shipping Relations Division; 1990 to 1995: Shipping Policy and Foreign Relations Division; 1995: International Shipping Policy Division; 1996: Shipping Policy Division 2.
