The Land and Property Division (LPD) was set up in 1988 with the responsibility for professional and policy advice on all aspects of estates and commercial property work, the Landlord and Tennant Act 1954 Part II (business tenancy) and the provision of the secretariat for the Property Advisory Group.

In 1992 the Division's responsibility for providing advice on all aspects of estates and commercial property work was extended across government with specific emphasis on professional input in bringing land into use, land management and disposal, appraisal of development schemes involving funds and property market intelligence. In 1997 the Division was additionally charged with providing the secretariat to the Property Advisory Forum (from 2003 Property Industry Forum) and in 1999 emphasis was additionally put on policy advice on commercial leases and relations with the commercial property industry.
