Administrative / biographical background:

The file office was founded as a result of the Social Security Act 1986, which brought about the inception of the Social Fund. Full implementation of the fund was finalised in 1988.

The work of the respective branches within the office was directed around the social fund and direct payments for fuel. Branch A covered Community Care Payments, Liaison with HPSS (Health and Personal Social Services), data analysis, monitoring, review of decision, legislation, and general briefing for departmental officials. Branch B was responsible for managing loans, financial crisis payments, Maternity Payments, Funeral Payments, debt counselling, computer requirement and Supplementary Benefits/Income Support, and direct payments for fuel.
