Description:

The Green and White papers on 'Reform of Social Security' 1985, which subsequently led to the formulation Social Fund and the review and reform of Housing Benefit, in the Social Security Act 1988. This dealt with changes in means tested benefits, especially the termination of Supplementary Benefit; the formulation of its replacement, Income Support, and the creation of the Benefits Agency.
