Housing Private Finance Division (HPF) was set up in 1989 as part of a large scale re-organisation of housing work in the Department which saw the progressive demise of the longstanding and comprehensive H prefix (HLG 118).

The responsibilities of the Division were home ownership, mortgage finance, private finance for rented housing and large scale sales of local authority housing.

The name and role of the Division remained unchanged until 1994 when it gained, in addition, responsibility for co-ordination of housing policy and was re-titled HPPF (Housing Policy and Private Finance). This was short lived as in 1996 HTPF (Housing Transfer and Private Finance) was set up. There was never an HPPF prefix, but there was an HTPF, which replaced HPF.
