Administrative / biographical background:

The Housing Associations, Revenue Division (HACR) was set up in 1989 as part of a large scale re-organisation of housing work in the Department which saw the progressive demise of the longstanding and comprehensive H prefix (HLG 118).

The responsibilities of the Division were sponsorship of the Housing Corporation and revenue aspects of housing association finance (including revenue deficit grant, hostel deficit grant and treatment of rent surpluses).

In 1990 the role of the Division changed significantly as it focused on housing association management questions and 'Tenants Choice' under Part IV of the Housing Act 1988, with the finance responsibilities being transferred to the HACC Division which became a purely finance division.

In 1993 HACR was absorbed into HMEA (Housing Management, Estates Action) a division dealing with 'Tenants Choice' more broadly than its effect on housing associations.
