Administrative / biographical background:

Before 1969, British Council dealings with the Emirates of the Persian Gulf were conducted through the Council office in Kuwait. An office was opened in Dubai in 1969, and following the formation of the United Arab Emirates in December 1971 this handled Council dealings with all the Emirates. In 1977 a new office was opened in Abu Dhabi, which became the main Council office in the UAE, although the Dubai office remained open.
