Administrative / biographical background:

The Home Office's Urban Programme was set up in 1969 under 1 Division and aimed to help local authorities which had areas within their boundaries with problems of special need and to direct funds where they were most needed. The functions were recorded in the ICR prefix (Immigration and Community Relations).

In 1974 the Urban Deprivation Unit was set up as a multi-disciplinary unit, with responsibility for the policy analysis and review on urban deprivation. The Unit assumed responsibility for the functions recorded in the ICR prefix together with those in the EC prefix. It was wound up in 1978/9.

The Department of the Environment prefix ICD (Inner Cities Divisions) produced files from 1977 with files being transferred into the prefix from the Planning Divisions.

Files exist for both Department of the Environment and Home Office between 1973 and 1977, with the Department of the Environment files being re-registered from Planning Divisions when the ICD was established in 1977. This is when ICD assumed sole responsibility for policy in this area. Only ICR files that had urban policy interests were transferred to ICD, and other files relating to race relations, immigration etc remained with the Home Office. ICR files, however, do not appear to have been re-registered under the ICD prefix.
